Our mission
Chapters of Change is a 501(c)(3) charity. Our mission is to close the educational gap in underserved communities across the Philippines by ensuring that children in rural areas have access to reading. Through innovative solutions like mobile libraries and educational outreach, we aim to inspire a lifelong passion for learning, improve literacy rates, and equip children with the tools they need to succeed academically and socially. We are dedicated to creating lasting change by promoting equitable access to education and empowering the next generation to break barriers and achieve their dreams.
Our vision
At Chapters of Change, we envision a future where children in remote areas of the Philippines can unlock their full potential through literacy. Our goal is to ensure that reading is accessible to everyone, breaking the cycle of poverty and transforming lives. By empowering young minds, we aim to foster brighter, more prosperous communities.

Arianna Horsup
President
Arianna is a freshman in high school in Katy, Texas. She loves to read, plays for the school Tennis Team and a Captain in the Science Olympiad at her school. She has a big heart and is generous with her time by volunteering at various places.
Flora Zhou
Vice President
Flora is a freshman in high school in Katy, Texas. She loves to read, play the piano and is a member of the school Debate Team and the Student Council. She and Arianna have been good friends for a number of years and share a passion for helping others.
Stella Horsup
Secretary
Stella is an Electrical Engineer in Katy, Tx. She worked in the oil and gas industry for a number of years. She volunteers at different charities and is a member of the board of PHP Foundation International.
Oliver Horsup
Treasurer
Oliver is a sophomore in high school in Katy, Tx. He is a member of the Golf Team and loves to volunteer at the Houston Food Bank, the church and Ballard House.

Dr. David Horsup
Chairman of the Board
David holds a PhD in Chemistry from the University of Hull in the United Kingdom. He has held executive roles in the energy service industry, and more recently, worked in venture capital, focusing on technology to mitigate climate change. David is a technical advisor and mentor. He has also been a board member of the People Helping People Foundation International for a number of years.

Carl Rebuta, Jr.
Director of Logistics
Based in the Philippines, Carl is a philanthropist who advocates for the youth, the local communities and Indigenous Peoples in the Philippines. In addition to his law degree, he received a Diploma on Business and Human Rights in the University of New South Wales in Australia and a Masters in Development Management in University of London.
Khristine Dunlap
Director of Communications
As a teacher for a number of years in Katy, Texas, Kristine, understands first hand the importance of literacy. Having grown up in the Philippines, she is also aware of the lack of resources that children in rural areas struggle with and is excited with Chapters of Change's vision.

Voltaire Emata
Voltaire works in the banking industry in Houston, Texas, but spent his childhood years in the Philippines. He gives back to those in need through donations and volunteering his time. He has participated in several medical and family missions in the Philippines to help the poorest of the poor.
